 On April 24, the California Public Utilities Commission issued a proposed decision responding to the
December 6 petition filed by Commerce Energy and almost 200 other residential, commercial, educational and
industrial entities, asking that the Commission commence an investigation into reopening the direct access market
in California. Since the energy crisis of 2000-2001, the California market has been closed to new participants, although existing
customers have been allowed to remain on direct access. The proposed decision, which will need to be voted on by the entire five-member Commission, completely approves
the petition request and proposes to commence the requested investigation as soon as possible. The proposed decision
was authored by Commission President Michael Peevey and affirms the Commission's ongoing commitment "to the
fundamental principles that have guided electricity market restructuring in California and elsewhere: competition and
customer choice."  |
